                    The utility that is currently regulated by a regulatory commission or agency is electricity. The state, federal and local agencies regulate electricity that is delivered to the consumers while at the same time determining the rate of return for the utility. One of the major bodies that perform the duty of regulating electricity rates is the Federal Energy Regulatory Commission (FERC) (McGrew, & American Bar Association, 2009). Regulation of electricity as one of the commonly used utility is done by regulatory agencies and authorities that determine the prices that are charged. Apart from the regulation of prices of electricity that consumers are charged, the regulatory authorities also determine the terms of service to the consumers, the budgets and the various construction plans that have been put in place (McGrew, & American Bar Association, 2009).                  Electricity is a crucial utility that needs to be regulated so as to ensure the protection of the consumers from unscrupulous retailers of the utility (McGrew & American Bar Association, 2009). The regulatory rules laid down help in setting the retail rates that are charged on consumers while at the same time helping the retailers to recover the various expenses that they have incurred hence provide them with a rate of return on its capital that can be considered to be â€Å"fair.† Regulation of electricity retail rates by government agencies and regulatory commissions is also faced with the problem of allocating the common costs that are involved in the regulation (McGrew, & American Bar Association, 2009).                  Furthermore, the utility’s rate of return for the retailers is also affected by the politics, whereby this allows latitude that is involved in the setting of rates for the different consumers in the market (McGrew, & American Bar Association, 2009). The regulation by the government as well as the regulatory agencies and commissions also require that the utility serves all the customers as well as be able in planning expansion and additions of facilities for the purpose of anticipating growth in the market (McGrew, & American Bar Association, 2009). Deregulation has been part of the strategy that has been found to have some impact on the supply of electricity as well as the rates charged on electricity supply and distribution.                  According to the â€Å"Federal Power Act† (McGrew, J. H., & American Bar Association, 2009), the wholesale price of electricity in addition to the charges on transmission, needs to be based on the costs of production (McGrew, & American Bar Association. (2009). However, due to deregulation, the FERC tends to accept the prices that are set by the markets as long as the set standards by the agency are met. The main reason for this acceptance of prices set by the markets is to encourage and support competition within the industry and reduce monopoly (McGrew, & American Bar Association, 2009).                  The deregulation of the industry in general makes economic sense in that when there is sufficient competition. Competition within a market helps in the provision of quality service to consumers because each of the suppliers tries their best to attract customers (McGrew, & American Bar Association, 2009). Therefore, it means that the rates charged on consumers will not be as high as when there is monopoly in the industry. The general policy by FERC of wanting to expand the role played by the markets as well as increase deregulation makes economic sense in terms of revenues that suppliers will make as well as a healthy market for consumers (McGrew, & American Bar Association, 2009). The main problem of the high amount

Alcoholism has always taken its toll on people, when they can stop controlling their habit, which would ultimately lead them to destruction in the form of alcohol abuse.   The people of Alaska are going through the same phase, and their rate of acceleration of the abuse is getting pretty much alarming.The main problem of the high amount of alcohol abuse in the state, can not only just be blamed at the people, but also should be blamed at the authority over them. Somehow the government’s function machinery seems too weak to handle the problem, and no proper steps have been taken till date that would help curb the problem.The relaxed laws, are the icing on the cake when it comes to the abuse in alcohol, as people have taken it for granted and know about the maximum punishment the state has to offer, when it comes to over drinking or to Alaska’s biggest problem, ‘underage drinking’; which is why the pathetic condition of the state in regards to alcoholism ca n be seen.Curbing the problem is not very easy, and steps have to be taken which have to be imaginative and out of the way category to put an end to the state’s meaningless alcoholism. More care can be given in counseling in schools, so that children from the age of 12 understand the bad effects of alcoholic abuse, and can learn to compete and to tackle the pressure of alcoholic parents and the pressures of the peer group to remain sober.Laws should be more vindictive when it’s coming to alcoholism in the state, and harsher punishments should be given than just monetary fines. People committing crime under the influence of alcohol, should be punished more strictly than compared to other states, as there is a serious rise in alcohol related crimes and felonies. More forces should be used to curtail smugglers providing illegal liquor in dry areas, as they have almost ruined the small rural areas of the state.A proposed solution to the problem would be that every person i n the state, should be given liquor permits, on the basis of compulsory psychological and physical tests, where his limit to alcohol would be based on the severity of his alcoholic problem, giving the government insights of severity of citizens along with getting sound demographic knowledge of alcohol abused areas.Since the beginning of civilization, man has always had tried to acquire a habit, that would keep him occupied and would make him content, at the cost of others. Strange as it may seem, man had developed the production of alcohol not too far after he understood the concept of still agriculture, and end of nomadic life also bought in an era of a time, where the concept of being in an inebriated state was realized.Alcohol has been introduced and has been cherished by all the civilizations that have come and that have been responsible for the development of mankind. Alcohol in those times, were used as medicine, God offerings, for nutrition purposes and was used for different sets of rituals and traditions that the natives followed apart from gratification.In today’s times, alcohol has become an integral part of our culture, and apart from beer and wine, which were the olden times favorite beverages, we have now options for the choicest of choicest drinks and cocktails available to us with great ease.Any pleasure activity that is done in control is well appreciated, but the problem occurs with an uncontrollable desire to continue doing pleasure activities, without understanding the consequences, and falling into the trap of addiction. This addiction trap, initial gains access to individuals, then groups, then large sections of the society, and finally it consumes an entire state, like the current condition of Alaska.  Alaska, is probably the best example of effects of alcohol abuse on a very large scale, and the whole state’s function is collapsing and the state output is being wastedon it residents, as the inhabitants of the state have reached a stage known as â€Å"disease of dependency†, because of high alcohol consumption.The problem with the state is it’s firstly very sparsely populated, and it suffers from a high percentage from the phenomenon of brain drain right after high school. Moreover in the winter the climate goes down berserk, and temperature can go down below -50 degree Celsius.This extreme cold also prompts the natives to drink more than the quota of an average American, and the natives love for alcohol has given the state an average of alcohol consumption more than double when compared to the national average for alcohol consumption.The report of the Alaska native federation stated the alcohol abuse has badly gripped the state of Alaska, and the entire state was heading for doom, as the effects of the alcohol were quiet drastic.

Implementing Change Essay

Implementing change among all organizations is necessary to achieve success; within the health care industry change is constant and it is the role of management teams to assess, plan, implement and evaluate change to ensure satisfaction. Considering this among the other aspects of running a successful organization it is essential to ensure that there is minimal resistance and familiarity to change. Demands of the consumers and staff as well as regulations are continuously changing. The responsibility of managers is to successfully lead these inevitable changes. As managers it is a priority to identify issues and potential opportunities. â€Å"Change is often planned to close a discrepancy between the desired and actual state of affairs. Discrepancies may arise because of problems in reaching performance goals or because new goals have been created. Opportunities demand change as much as (or more than) problems do, but they are often overlooked. Be it a problem or an opportunity, it must be identified clearly† (Sullivan, E.J. & Decker, P.J., 2009). A manager should continually strive to assess the strengths and weaknesses of their staff and incorporate these observations into recommended improvements associated with change within the organization. This process could eliminate a great deal of staff resistance by commending their qualities to benefit them as employees and the organization as a whole. Within the health care industry there is constant change. It takes a tremendous amount of awareness, education, and planning from management teams to build and maintain an effective program that is sufficient. A good team will have the ability to recognize potential change in all aspects relating to an organization; medical professionals, patients, structural strength and regulation, and an ongoing list of other aspects. A quality management team can then take these observations and construct a plan to begin the implementation process. Stemming from the planning process comes the implementation phase. It should be considered that there is always room for improvement and take a team of motivated and persistent members to execute a continuous effort to better the quality of health care. A goal that is to be pursued is to always exceed the standard and expectations and always improve the quality of an organization. Strategies such as the power-coercive strategy, normative–reeducative strategies, or the empirical-rational model can assist managers in the implementation process. Also, a continuous quality improvement plan should include a link to key elements of the organization’s strategic plan, quality council made up of the institution’s top leadership, training programs for personnel, mechanisms for selecting improvement opportunities, formation of process improvement teams, staff support for process analysis and redesign, personnel policies that motivate and support staff participation in process improvement, and the most current and rigorous techniques of the scientific method and statistical process control (Sollecito, W. A., & Johnson, J. K., 2013). Once change has been implemented management must then observe and evaluate the benefits and strains the staff and the organization are facing in order to ensure the success of the implemented change. Identifying any resistance or struggles with the implemented change should always be a priority of management to ensure continued success. â€Å"Resistance prevents the unexpected. It forces the change agent to clarify information, keep interest level high, and establish why change is necessary. It draws attention to potential problems and encourages ideas to solve them. Resistance is a stimulant as much as it is a force to be overcome. It may even motivate the group to do better what it is doing now, so that it does not have to change† (Sullivan, E.J. & Decker, P.J., 2009). Initially change can be successful, but in many cases staff could lose motivation or overlook small glitches in the implemented changes. Through things such as incident reporting, generic occurrence screening, consumer and staff complaints and satisfaction surveys, and formal and informal discussion between managers and staff can evaluate and identify final changes to best benefit staff, management, and the organization as a whole. As a management team it is suggested to always be aware of not only individual organization but also occurring changes in organizations across the nation. By staying informed, the organizations and managers can always promise that there is a constant awareness of potential improvement found in all forms of health care across the nation, ensuring that a problem faced or benefit gained at another facility will never be overlooked. Quality can be greatly affected internally within an organization. Considering that internal factors can be monitored and controlled mainly from within, it is considerably easier to manage, though these factors have a much more direct and immediate effect on the organization where the management responsibility lies. Internal contributors that factor into quality outcomes include leadership styles, administrative policies, and organizational culture. These factors, if not performed to standard or with minimal empathy can cause stress among staff indirectly affecting the consumers. An unpleasant environment may lead to a low morale and dissatisfaction throughout the organization. (Suchman, A., 2001) Above all, management and staff must always have an open mind and an open heart concerning the consumers and the overall benefit of the organizations. Providing services and actually caring for staff are what sets apart the common from the exceptional manager and management team. By implementing these change processes will do just that. The constant change in the healthcare industry defines the role of management teams to assess, plan, implement and evaluate change to ensure satisfaction. Considering this among the other aspects of running a successful organization it is essential to ensure that there is minimal resistance and familiarity to change. â€Å"The capacities to do the redesign work, and to accept the results of the redesign, are perhaps the most important capability an organization can have and value† (Lagace, Martha, 2009). Columbus vs Smith

John Smith, and William Bradford had many stories to tell during their explorations of the new world. Their depictions of the new world were seemingly different and each explorer possessed an ego that worked both as a strength and as a weakness to their determination of exploration. Each explorer seemed to use hyperbole and embellishment to glorify their own accomplishments. Columbus' letters emotionally differ from the first to the fourth letter in almost a usually depressing manner.His first letter shows an explorer filled with an emotional high seeking to gain riches and fame, describing each illustrious detail of his experience as elaborate as possible. Words that seem to sell the newly discovered lands in such a depiction that would make his fame and rewards seem inevitable. This description is far different than his last letter which his words show an aged explorer seeking to save his reputation and seeking to Just ride away in the unset and live peacefully for the remainder of his life.It seems that he is taking a polite path in which to illustrate to the Monarchs the sacrifices that were made and the lives lost to achieve the goals of seeking the new world. William Bradford writings illustrated a separatist group of great faith and determination to seek new land free from religious persecution. It is apparent that his writings show the strength of the pilgrims' faith thru despair and perils.He seems to have an underlying motive that speaks of strong faith amongst his fellow pilgrims that depicts a picture of their key to survival, a sentiment that would have flown in the face of the Church of England. Based on John Smith's writings, he had somewhat of a different Interpretation and description of his new found experiences. The words he chose to describe the new world seemed to be as Illustrious as the others except when describing Native Americans. His writings of his exploration experiences seemed to have a motive of power and monetary gain.
